plus usual allowances as admissible under the State Government Rules from time to time. They are directed to join their place of posting mentioned against their names within 15 days from the date of receipt of this order on the following terms and conditions:-
1. They are appointed purely on temporary and provisional
basis.
2. These
appointments are against temporary posts and their confirmation against substantive
posts shall be considered on the basis of their seniority and record of service
as and when such post is available.
3. They
shall have to take an oath of allegiance to the constitution of India.
4. They
shall produce a certificate before joining the duties to the effect that they have
one living wife/husband in case he/she is married. If they have not more than
one living wife/ husband, shall be eligible for appointment to the post offered
unless the Government after being satisfied that there are special grounds for
doing so, exempt them from this condition.
5. They
shall not be allowed to apply for any post outside that department for a period
of at least five years.
6. They
shall not claim seniority on the basis of this order. Their inter- seniority
will also be decided in accordance with the department rules and instructions
of the State Government later on.
7. They
shall be on probation for a period of two years, the period of probation can be
extended for a further period not exceeding one year, if considered necessary.
8. In
other matters, not specifically mentioned in this communication, they shall be governed
by the civil services Rules as applicable to Haryana Government Employees and
such orders/ instructions as may be issued by the Government from time to time.
9. In
case of reserved category candidates, the appointment is provisional and is subject
to verification of the Scheduled Castes/ Scheduled tribes/ Backward Class and
ESM Category Certificate. If the verification reveals that the claim of belonging
to SC/ST/BC and ESM, as the case may be is false, then their services will be
terminated forthwith without assigning any further reasons and without prejudice
to such further action as may be taken under provisions of the Indian Penal
Code for production of false certificate.
10. All
the candidates who have been selected as Lecturer are hereby directed to submit
their original certificates of academic qualification and other relevant certificate
with the concerned District Education Officer of their place of posting.
11. DEO
will ensure that the candidates duly issued by the Medical Board to the District
Education Officers. Only then he/she would be allowed to join as Lecturer in
respective schools of posting. District Education Officer will also give character
and antecedent verification forms to them and after filling the forms, the
candidates would submit them to the DEO concerned immediately.
12. Those
candidate who are already in Government job as Class-II officers need not submit
a fresh Medical fitness report whereas others are directed to appear before the
Medical Board as may be constituted by the Director General Health Services,
Haryana, Panchkula and Medical fitness report is the submitted in the office of
the concerned District Education Officer before joining the place of posting as
Lecturer in respective Government Senior Secondary School.
13. They
shall be governed by the Haryana State Education Lecturer School Cadre (Group-B)
Service Rules, 1998.
14. If
at any time during the course of heir temporary appointment, any of the appointee
desires to resign, they shall be required to give one month's clear notice or
forfeit, in lieu thereof, their salary including allowances etc for one month
or for the period by which the notice falls short of one month. Such a notice
will be given to him/her by the Government also in the case it is proposed to
terminate his/her services in lieu thereof:the Government will be liable to pay
him/her salary, including allowances for one month or for the period by which the
notice falls short of one, month.
15. No TA/DA will be admissible to the candidates for joining
as Lecturer.
16. If
he or she gets an appointment as Lecturer on the basis of his/her furnishing false/forged
or fraudulent information/ facts which are detected later on, he/she would be
liable for termination of service without any notice.
17. If they are willing to accept this offer of appointment as Lecturer, HES-II
(School Cadre) on the above terms and conditions, he/she should submit his/her
joining report as per aforesaid directions.
